The Howard Government has advised communities facing school closures and downgrades to consider forming Federal Minister for Education, Science and Training, Julie Bishop says school funding should predominately be Ms Bishop also urges communities to establish community-based schools when schools are shutdown by state governments. ‘Many communities around Australia have established community schools and receive direct support from the commonwealth,’ she said. ‘And that would be an avenue for any community facing the loss or downgrading of a Ms Bishop said that through programs, such as the Investing in our Schools and National Chaplaincy programs,
